I think the Bush admin. HAS been doing this, in stealth fashion, by promoting medical savings accounts and their various other savings proposals, including their SS proposals. None of these seem to be working. Sooner or later, they've got to stop borrowing money to finance the government. I'm sure Bush had hoped "the next guy" would have to deal with it.
