I can appreciate that. But if they're not going to eject in some way or otherwise discourage those who don't sign up for this guest worker program, what incentive is there for illegals to participate in this voluntary program? Gotta have an incentive. Surely the proponents know that. This program, so far, just has disincentives-- impermanence and a financial penalty for having been here illegally. I guess the designers put the penalties in to mollify those who are averse to amnesty, but the flip side is that those features only discourage participation. They need to include some way of discouraging business as usual or the proposed program won't have the desired effect.
