Carter-Brzezinski hoped that by enticing Saddam to invade Iran, Iranians will have no choice to make nice with the US so as to get the spare parts ..

Next where is the evidence the Shah wanted an empire stretching to the Med? That would mean invading Iraq, Syria, Jordan, Israel, Lebanon. I do remember reading of Saddam's imperial ambitions years ago and Saddam acted in accordance with those ambitions when he invaded Iran and Kuwait. But when did the Shah try to take over Iraq?

This whole view of Carter-Brzezinski as master manipulators starting all the wars in the Persian Gulf and Afghanistan over cold war issues, being able manipulate nations (like the USSR even) into doing their bidding - Gee, if they were that smart and competent, getting the hostages released would have been a snap.
