I sell a few of these HSA's so I know a little about them. They are NOT catastrophic only. All those I've seen, cover prescriptions, office visits, etc AFTER the deductible. There's no first dollar coverage but I tell anybody who buys one, "always use your insurance card, let the office process it as as a claim so you can pay the discounted amount next month."
For example, I filled a prescription. Showed my insurance card and the price dropped 35%. Paid that amount and two months later got an Explanation of Benefits form the insurer showing the discounted amount applied to the deductible.

First Dollar Coverage ( copays, etc before the deductible) is for people living on the edge, without a cash cushion. If a $500 ER visit will wipe you out, you need to buy that expensive first dollar coverage. Just another instance of how it costs more to be poor.
