Then do tell us how many meetings you have attended that was responsible for more than 50,000 people? How many of them had more than 15 people attending? Group-think does not come to manifest itself in small meetings. The one or two people who are the driving forces will not feel the "greater good" obligation if they are not accountable to more than few thousand people.

Normal people do not think up of ways to conjure up deadly diseases, but many in the government do. In fact, by and large most people do not think of running a terror campaign within their own country just to blame another country for it invade it, but declassified documents show that is exactly what the Pentagon considered doing in the 60s so as to pave the way for invasion of Cuba. So I don't think your small committees rise up to the level of group-think I am talking about.
