JF, it would be nice if we could cover the transition costs without having to raise the ceiling on SS payroll deductions.

Since that's not going to happen, I propose getting rid of the ceiling altogether, then immediately reducing the payroll tax rate by a third. Benefits can still be capped at whatever level they're capped at.

This way, we can pay for the transition to a more privatized SS program. Will this amount to taxing the rich? Yeah, probably; I haven't done the math yet. I'm just tossing out an idea.
