Not wrong. At the first stage it was re-distribution, absolutely.
But I see we're already a few years into a later stage.
Stage One was for the existent wealth of the country to go from the Communist Party to those fast-enough-on-their-feet to grab it (including, typically, but not without exception, converted old-guard party and factory bosses, etc.) --- as you say, "close to the places of production."
But once players, it becomes global --- at that time (now!) real wealth *will* be created. Given efficiencies, egos, all the usual normal things, it's now become mano a mano, no different than Gates vs. McNealy.
Now and in the future efficient production and use of markets will mercilessly separate the men from the boys... the fast-grabbers who don't really get it and can't keep up will sink down, the latecomers who have value to add will rise.
The important milestone is that the country's wealth has been liberated --- from the old "do nothing and you'll be secure and sure of promotion, do anything and you risk all."
Throughout Communism, the populat explanation stated, you know: "That which is owned by everyone is owned by nobody." Now the resources have homes... will be well-tended by incredibly smart, resourceful people.
I don't know that I'd vest 100% in Russia --- but if you have Russian blood, well, you're an extremist by nature. (You know, it's a country of extremes and absolutes --- master or slave, friend or foe, those who *never* work and those who *only* work... etc.)
