Amy, re: RE: "What if there is an emergency " Make it exactly like the rules for the IRA, but even more conservative. They've already done the thinking on this. It get's into ethical issues. Somebody needs lifesaving surgery, they have this SS money, can you not give it to them? And if you give it to them, what happens when they retire with the reduced SS benefit. Can they survive? Not easy questions to answer. John
