I can't speak for the members of Tony's site, but I can speak for people on SI. Basically, what you are referring to is a feeding frenzy. Someone will point out a red flag about some company or other leading to a cooperative deboning by others. Granted, you could probably toss a dart at a penny stock and find a scam, but the point is that there's such a wealth of information available on the net and people here on SI have become so adept at finding it that the time from IDing to shorting has shrunk dramatically. Can mistakes happen and can such outings turn into witch hunts? Of course. But the double-edged sword here is that one can argue that Elgindy exploited his relationship with the FBI to make sure that it didn't.
