I guess you could say that the streets of Denver are Government property. No, actually, they are public property, and belong to the people. Which is why you are permitted to express free speech -- well, not actually on the streets without a permit -- but on the sidewalks, and the public parks, anyplace you can stand or walk without obstructing traffic. Free speech includes religious speech.
