Hmm. Five days seems long, but on many bills, a few days time is inconsequential. I agree this is a problem, particularly on appropriations bills. It shouldn't drag on, however. That just opens the door to endless political manuevering that could easily undo whatever compromise allowed them to call it a "final" version to begin with.

BTW, if you've ever had to review repeated drafts of legal agreements, most people learn how to find fairly quickly whether something's been materially changed - even without a redline. Whole new provisions being inserted should stick out like a sore thumb. Could it be that members of congress like the "plausible deniability" built into the current system?
