I have been racking my brain for an answer to this academic problem. Quotas won't work, and you can't shame them into diversity in hiring.

I think a drastic reduction in the state support of Liberal Arts/Social Science majors would be one answer. We need more Tech types, and are overloaded with Psy majors.

What I would really like to see is the elimination of tenure and Teacher's Colleges.
