Many years ago I heard a very similar expression that if voting could change anything it would be illegal.

Which is why the U.S. has spent so much time and money overthrowing democratically elected governments or buying them off or controlling them by some other means. Democracy is fine with the elites, as long as it can be controlled. In fact, it's perferable, as it gives their governments legitmacy and allows them to operate without using more oppresive measures.

In the U.S. democracy is obviously controlled by big money, especially these days. Nothing gets done without big money's approval, and they often even write the legislation. Even though we pay lip service to democracy in Iraq and Afghanastan, anyone who really understands the dynamics of the situations in those countries can clearly see that the governments are little more than U.S. puppets at the moment. If they get too far out of line with the U.S.'s agenda, we can just withhold aid and force them back into toeing Washington's line. So, democracy is a nice front for a government that is really controlled by Washington. Nothing new about that. Of course, we often perfer dealing with dictators, as they can get things done more efficiently.
