I'm sorry. I don't think your analogy is the reality in Iraq. The Coalition is not in Iraq to decide or dictate who will or will not be allowed to do what within the society. The Coalition is in Iraq to give the people the right to decide who their leaders will be. An important by product of that right will be the right to independence, democracy, freedom and security with equal opportunity for all. Call me an idealist or romantic, but I see a huge difference between your scenario and mine.
