My guess would be that DENVER CIVIC VENTURES, INC. is issued a permit every year by the City of Denver to conduct their parade.


I wonder if the St Patrick parades are done the same way. They have been having problems with gay groups. BTW, I wonder if the Denver parade has a gay group in it.
