Bush pushed for the tax cuts. Bush pushed for the $500 billion prescription drug plan. Neither have anything to do with terror. If Bush didn't want them they would not have been enacted.

As far as Pres Bush's spending, it's difficult to fight terrorists on the cheap. Besides, Congress controls the purse strings, not the Chief Exec.
