If we don't care about the tens of thousands of Iraqi civilians who have died, and if we don't care about the daily bombings and rapes and lawlessness in Iraq, and if we don't care that some form of religious government combined with a smoldering civil war are both taking shape -- then can you really say that anybody gives a poop about Iraq at this point? Declaring "victory" and leaving won't harm Bush under these circumstances. Hundreds of billions of dollars will have been spent, countless lives will have been lost, and we will leave Iraq worse than when we found it, with less security for ourselves at home and abroad, but so what? Who really wants to think about this -- certainly not the political base of George Bush.
