I know the people and what they have done in the past. I can't say I saw this coming, but this is very typical of what they are capable of.

Take a shell company, become associated with a quality name like Chevron, hype up the stock in a hot sub-sector and offer equity to the mullets on the street.

I've seen it done many times in the past with other companies.
