If you do not have the industrial capacity, you have to invest in order to obtain it. But procurement is not in the business of creating contractors, and even if a pre- existing contractor is willing to expand, it may take time to build plant. The point is, I do not know the particulars, and neither does anyone else around here, so there is a leap to judgment. The testimony of the contractors is not clear enough to know how it relates to what Rumsfeld said: how long did it take to get up to 400 vehicles a day, for example?
