I'll go with an "all you can eat with an asterisk" analogy.

SI has an all you can eat buffet for those who paid the cover charge today (Quarter, Semi-Annually, Annual, or Lifetime). Also, everybody who ever paid for entry before the acquisition have been grandfathered access to the heritage buffet in recognition that they contributed towards giving SI name recognition or critical mass.

We recently added a sushi bar for those who desire something beyond the current menu, available at modest charge. Those who don't care for sushi and/or are satisfied with continued free access are welcome to consume the heritage buffet no additional charge. "Latecomers" who paid the current cover charge have full access to the heritage buffet and the sushi bar for the term of their subscription, and can even continue with limited access to the heritage buffet after their subscription expires.

Your networking analogy addresses metered access versus gross access with guaranteed service levels. That's is a different animal, since all consumers of the service are paying every day or they get no access at all.

So, keep in mind that some kind of recurring revenue stream is needed in order to pay the cost of sales, whether it's paid to Sysco or Cisco. :-)
