It would appear that their new CDMA network / handsets would also need to be backwards compatible with their existing handsets. Is that your understanding? I vaguely recall reading something about a commitment from Qualcomm to develop a compatible MSM (iDEN + CDMA). Do you recall that, and if so how is Motorola involved in all of this. Isn’t MOT the sole source for Nextel’s handsets?

The two networks will run side-by-side, so yes, dual mode handsets will be required. Nextel has been working with the Koreans(and maybe others) for some time on dual-mode handsets, there haven't been any announcements but I'm sure there will be. They aren't going to rely on MOT(solely), although they will certainly be a player. I do not know the situation with iDEN IPR, I imagine QCOM has addressed this on chipsets, no idea for new handset manufacturers.
