Oracle upped to Buy at Moors & Cabot, tgt goes to $16 (ORCL) 13.28 -0.01 : Firm believes Oracle is on the forefront of a major new upgrade cycle in its critically important database business, which was 86% of license revenues last quarter. Following this week's user meeting, firm raising estimates, price target and stock rating after getting a better understanding of the history of RAC and hearing consistently positive data points across the business.
