What do you find so difficult to figure out? The copies of the two relevant posts you cited are crystal clear.

- Elgindy contacted SI and asked that the moderator be changed to a@p_moderator
- a@p_moderator contacted SI and asked to become moderator.

Engindy, though incarcerated during his trial, has not to my knowledge been convicted of anything related to his postings on SI. Accordingly, his account is remains in good standing, as does the account of a@p_moderator.

Those are all very simple facts which satisfy the requirements for requesting and having a moderator change approved. There's nothing sinister, nothing secretive, nothing unusual, nothing unique about it.
