Although the PC maker may not need AMAT equipment (IBM, when it actually manufactured PCs did use AMAT equipment to make many of the components, including the hard drives, as did HP), the makers of the ICs used in the PC will need such equipment. Presumably these manufacturers will be located in China, and will need additional AMAT equipment. The point is that this is a complex interconnection of business relationships, with many unforeseen consequences, not all of which are bad for the US or for IBM stockholders.
