My goodness!! Plastic surgery on a horse is just horrendous. Those qualities do not extend into the breeding line, so I can't even imagine why anyone would be so cruel. Except to profit from a poor animal's misery, of course.

Where I used to live--San Francisco--most veterinarians would not declaw cats, or crop dogs' ears or dock tails because they considered it cruel. I know there is a campaign in the animal rights community to get breed standards changed so that no cosmetic surgery is performed.

Imagine being a five-day-old puppy and having your tail chopped off without any painkillers. Like most subjects where compassion and humanity are involved (gay marriage, for example) the Europeans are ahead of the Americans on this issue.
