15,000 out of 19,000 is rather specific and is a strong majority of all of the Humvees. I also assume they would push the armored ones in to the units that are most likely to need them, and the areas that are most dangerous. If they are doing that than the lack of armored Humvees shouldn't be a particularly serious problem anymore. If they aren't well that's just stupid,but maybe they don't. If they don't they could change that faster then they could manufacture and install another 4000 armor kits.
