Its not so easy, and its more about the congress and the conditions as it is about who is president. Clinton had a congress that was committed to restraining spending (a rare item in post WWII America, most of the time both the Republicans and the Democrats want to spend). He didn't have the Iraq war, but I disagree with you that pulling out now would be a good idea, and even if we did pull out deficits would continue. Clinton also benefited from being able to reduce military spending and greatly reduce the size of the military in the aftermath of the cold war.
