The question about armoring the Humvee's has been in debate for some time (to a small extent even before the war). Trying to armor all of the regular trucks and transports is a much more recent effort.

It would be nice if our military could always have the best possible equipment in every area but we don't have an infinite defense budget. If all of our trucks were armored enough to withstand small arms fire then the argument would shift to how they are so vulnerable to mines or RPGs, or perhaps it would shift somewhere else besides trucks. There are always going to be areas we have old or poorly designed, or poorly protected equipment or otherwise have some sort of problem or imperfection that many feel should have been dealt with earlier. This is not only because people are imperfect but because resources are finite and because people can't see the future.
