That's a fairly meaningless statement. Compared to other countries the US has a large budget and enormous resources, but when placed next to infinite resources the difference between the budget of the US military and the budget for a small rural sheriffs office is tiny. Infinite wasn't a word I just pulled out of thin air. If you are trying to always have the best of everything, not just the best that anyone deploys but the best possible, and you are in a situation where what is possible changes rapidly than you will always fall short.

We don't have infinite resources so some things will always be less then perfect in either how they are implemented, when they are implemented or both. In WWI we were hardly had the most advanced or best prepared military. In WWII are tanks where inferior to German tanks, often seriously so. In Korea we got pushed in to a tiny perimeter by the North Koreans even before the Chinese joined in. In Vietnam our equipment was mostly superior but there where still numerous problems and mistakes. In Grenada, facing a tiny and week enemy we had a situation where some of the different units had radio systems that where incompatible with each other. In the first gulf War there was still some problems with inter service coordination. In Somalia we where very short on armor, both up armored Humvess and such, and actual tanks. Now you have the concerns for armor on trucks and Humvee's in Iraq. Put that list out and someone might say that we have had a sad sack military in the 20th and early 21st centuries but the US has had the best military in the world for most of that time. Imperfections and problems of this sort are part of life. Of course you dig them up and you try to deal with them. Eventually you probably solve them but then another problem springs up and gets seen as critical.

It's not like this is a new issue. It was discussed in February, probably earlier.

And the main thrust of that article was about Humvees. Lots of things get discussed somewhere by someone in some article or presentation. That doesn't mean that they all get a lot of attention, or even that those that do get attention can be solved quickly. I think things should have been handled a bit better in terms of armoring the trucks. More resources should have gone in to the effort. But that doesn't mean things are a disaster because of this or that there has been major high level incompetence or criminal lack of concern. Striving for perfection can be a good idea. Expecting everything to be perfect rarely is.
