Actually, the issue isn't stupidity. Even if it was, intelligence doesn't correlate all that well with genetics. It's like the argument that Italians aren't as bright as others because the smartest males went into the priesthood and didn't reproduce. It isn't true.

I'd be shocked if intelligence does not have some genetic basis. Everything about you has some genetic basis if you want to be really reductionist about it.

One of the most moronic statements I here occassionally is "failed Nazi eugenics". The only way they failed was the program was terminated. Immoral Nazi eugenics I could perhaps agree with. But if the goal is smarter, or more cruel, or natural green or bright blue hair or tails for sex toys, or you name it, you can select for it. It may take awhile, but in breeding we now have the tech to help the process out most amazingly. You want glow in the dark pink hair do you? Well, if the market demands it could be delivered.

BTW, a large population (6B souls) relatively well interconnected for breading, with low mortality prior to reproduction, and a relatively low reproduction rate is not evolving as far as I can tell.
