Eric Hufschmid erichufschmid.net theorizes that the control center for the demolition of WTC 1 & 2 was the 23rd Floor of WTC 7 which had a clear view of both towers and had recently undergone a substantial catastrophe upgrade including ballistic glass, plus independent air, water and power supplies. The ostensible reason for the hardening of Floor 23 was that it was to serve as the Mayor of New York's command post in time of emergency. The overall cost was about $15 Million. Since that was a secured location, accessible only to government agents with clearances, a "need to know" cell could easily have operated out of that facility even unbeknownst to others occupying the general area, but without clearance to special "situation" room(s). Compartmentalization of special areas for FEMA or the FBI could easily have been used for "black operations".
