Several reasons:

1. This is just the beginning with the INS. Remember this is just the initial order, and they expect 5 to 10 units at each location. By the way there are more then 1200 INS stations, those are just the first one's to recieve it.

2. This is a major breakthrough for the company. The publicity will lead to other law enforcement agencies or simply private businesses making deals with the company.

3. The stock is undervalued and is now being noticed.

4. People are in general stuipid herd animals.

5. Market makers and speculators are trying to profit on this quality, but keep forgeting that they are stuipid animals too. Enjoy
