That is actually pretty simple. Altruism has great benefits for the group, this is just one example of it. Given that many forms of retardation are developmental or environmental, their genes are probably just fine. But another factor is that they have siblings and relatives that are not interested in seeing them thrown to the wolves. So it builds goodwill in the group to support them. Humans are very social and have strong instincts in favor of their relatives. This is a factor that cannot be ignored...
