Missile defense is not pretty worthless. Its importance is increasing.

Also the relevant point was not having enough money "to arm" (I guess you mean armor) all of our vehicles. We already have enough money to do that. The cost, as part of the US federal budget, or the US GDP is not even much of a rounding error. The point is that there will always be things which we could have done, that would have been useful, and maybe saved lives, that we didn't do. Some things we won't think of, others we will but we won't think are that big of deal (until experience proves otherwise). Its not just about armor on humvees or trucks. Similar cases have happened in almost every war in the past, and similar things will happen in the future. Since we don't have the resources to do everything possible that might conceivably become very important we will always make such mistakes. Now that this one has been made, we can rectify it, but it won't be the last one. Probably not even the last one of this war. Once the vehicles have armor there will be some other problem that comes to the public's attention. The same people bashing Bush and Rumsfled for not having already taken care of this one, will bash them about that one as well.
