I assume it has to do with inadequate human intelligence, which has been a recurrent theme throughout this operation. I do not think it is primarily a matter of more security, I think it is primarily a matter of hunting down strongholds, safe houses, and operatives, and smashing them. In other words, I think that it is more a matter of special ops than conventional forces. But for that to work, one has to have a good stream of intelligence, and we have neither had enough native speakers of our own, nor enough cooperation among the Sunnis, to move more swiftly to suppress the insurgency.
