I can't imagine who could possibly have been "owned" as you put it, but it's moot at this point. Just because he claimed it to be so doesn't make it true.

Without a doubt, there have been times in SI's evolution when the level of administrative oversight was more or less present, for any number of reasons. Contrary to the belief of some, a very tiny percentage of posts are ever seen by SI admins.

For many months after iHub bought SI and extending some time into 2004, the TOU link on the old site sent the reports to some bit bucket at Infospace, and it took quite some time after my watch started to get it redirected. It wouldn't have done a lot of good to get it fixed sooner, since Bob simply did not have time to deal with it.

Nonetheless, the ups and down go back through multiple owners, admins, market cycles, etc. Everyone has an opinion as to whether more or less administration was/is needed and whether the TOU was/is properly applied.

My guess is that there are approximately twice as many opinions as there are users... depending on how they perceive and/or are involved in any specific incident.
