"We will have taken the market". Markets in commodities cannot be taken. They "belong" to the lowest cost producers. Geography has already decided that a hot, well illuminated and sufficiently moist place like Brazil will produce ethanol more cheaply than the US can. That doesn't at all depend on when the US gets serious about ethanol.
