You are starting from an assumption that the money raised for the benefit of the children are in fact not for the benefit of the children but for the benefit of the institution of public school (and its employees).

What are you talking about? School taxes..ok. The money I pay in school taxes, to support children who go to school, of which I have NONE. If someone choses to take their kids out of the school system and handle their education in whatever other manner, there may be savings. The savings go to whom from your POV?
