We took no action with respect to Kuwait, other than what we did as a member of the UN. Iraq signed-off on post-war obligations with the UN -- not with the United States. Our action is completely disconnected from the UN -- and that is extremely unfortunate but by no means accidental. We did not become isolated from the UN because of the approach taken by our former allies -- we isolated ourselves by virtue of our choice of policy -- we chose the unilateral path and then demanded that other nations rubber stamp our decisions. No self-respecting nation on earth would agree to rubber stamp our war-making decisions.
