The current reduction is already 33%, as noted in your annual SS report.

So why the big deal over 40% reduction?

44%-33% = 7 point decrease.
Offset by a 16% decrease in taxes.

33% (current reduction) isn't too different from 40% reduction, given it comes with a 16% decrease in taxes for current workers.
