How about a bird of some kind... hawk, owl, etc. Maybe a bigger cat... ocelot maybe. I don't know which cat would be the right kind. Maybe you could return the favor to your neighbor. Figure out how to poison her bird feed with something that just makes the birds sick, but not kill them.

Another possibility is the right kind of snake.
