Surely. I think there are two different aspects of this. One is the shortages, themselves. The other is whether or not the shortages are avoidable. If there are shortages and if those shortages are the result of lack of effort or priority, I think that's a scandal. I don't know if either is the case but I can't discount the opinions of the heads of the Armed Services and Foreign Relations committee. What I do know is that our troops shouldn't be put at unnecessary risk. We are a rich country with lots or resources. It's bad enough that they're at risk at all.
