Huh? If we don't plan to need something and we subsequently realized that there is a need but we don't have enough, we don't have a shortage? Is this a semantic issue you raised? Or don't you get that need minus availability equals shortage? Doesn't matter if we didn't plan for it or we lost it or the enemy stole it or whatever. If we don't have enough of what we need, there is a shortage.
