Mr. Wexler, I'm with you on all of that post except for
this one point:

If John offers a reward to uncover a name...then that
is protected speech.


A bounty is an action in which others become engaged including
the 'wanted' person (unwillingly). Therefore, that activity
should be excerisable only by law enforcement officials.

A reward is an action in which others become engaged to
help you find your lost dog or missing relative.

There is a distinct difference.
