Democracy was an alien concept in east Asia, but now most countries which aren't communist have democratic gov'ts. It was also once an alien concept in Latin America, but that mostly changed too. And go back long enough, democracy was an alien concept in Europe. Go back before the American revolution, it was an alien concept everywhere.

Cultures change. What a culture has always been is not necessarily its eternal destiny.

BTW, China will make the transition in our lifetimes.
