I sympathize with your concern...but it is still perfectly legal to offer a reward, bounty, etc. A public notice offering that reward, bounty, or whatever you want to call it, is indeed protected speech. Hard as it may seem to believe, there's not much you can do about it.

I can offer money to obtain information about you. Direct marketers do it all the time. Granted, the manner in which Westergaard chooses to obtain this information may be considered unethical, immoral, and obnoxious...but it is not illegal.
