We reserve the unilateral right to set environmental standards that are a threat to the world.

We reserve a properly unilateral right to decide the law in our own country.

Whatever threat global warming may impose the Kyoto treaty is neither necessary nor sufficient to deal with it, and it would be very expensive. But whatever your opinion about the treaty there is no reason that US policy should be decided by other countries. If they want us to change our policies it is up to them to convince us. Than we can change our policies either through a treaty or unilaterally.
