Whenever I hear someone blaming the rest of the world for Africa's problems, I know the situation won't change. It's an emotionally seductive posture that eliminates all local responsibility and virtually guarantees that countries desperately in need of domestic reforms to prosper won't get them.

I had the same debate with a professor in grad school almost 20 years ago. Africa has made very little progress since then - and his school of thought still blames the outsiders, not the domestic leaders in a position to make a real difference.
