Now they just an election system almost as funny as two-party, single-district system.

However, there are some good reasons for using that in both Afghanistan and Irak, somewhat modified according to how local politicians are assassinated, althoug Sweden is working hard to finally reform their system.

Btw, UK is still struggling, although Wales, Scotland and both Irelands have already done it, and Canada has this problem in B.C.
