Most of them are regulated by some offshoot of the Mohawk Tribe in Ontario, though a couple are regulated by national govts. I play at Prima (Royal Vegas, 7 Sultans, Spin City, Gaming Room and 7 other casinos that use the same poker room). They are in Costa Rica and regulated by the Canadian tribe. Ditto for Empire Poker, which is a Canadian company with the casino in San Jose. Paradise Poker is regulated by the same tribe, but I believe they are in Aruba. Caribbean Sun is regulated by the Govt. of Malta.
Most of the major online casinos use Neteller, FirePay, Citadel, etc. for bank transfers. Prima and Paradise are still able to use credit cards. The others say they accept them, but they haven't been able to process mine. I think they need some sort of subsidiary that doesn't have the word casino in it.
But regulators aside, I think player traffic is the greatest guarantor of the casino paying off and not cheating. Paradise is the 4th largest and they recently sold out for $279 million. So, there is a big payoff possible in running a clean game. Party/Empire is by far the biggest, followed by Poker Stars, Prima, Paradise and Poker Room. Any of the top ten or so are probably making so much money that it doesn't make sense to get caught and have to shut down operation.
